A full meeting of Bournemouth Borough Council on Tuesday night is expected to back the idea for a 150-machine casino.
The council’s cabinet has already supported the scheme but two thirds of the borough’s own citizens panel are said to be against it.
If it is agreed, the bid for one of the eight large casino licences has to be submitted by the end of March.

One of Indonesia’s richest men is set to buy the leading London casino Les Ambassadeurs for £115m.
Tobacco tycoon Putera Sampoerna is understood to be behind a firm buying the Mayfair venue from casino firm London Clubs International.
Les Ambassadeurs is known for the extreme wealth and cosmopolitan nature of its clientele.
London Clubs said it would use the proceeds of the deal to reduce debt and fund new casino openings across the UK.

Up to 4,000 new jobs are promised for Middlesbrough if a £180m super casino development comes to the town.
The Las Vegas-style plans for the Middlehaven docklands will also feature luxury hotels, bars and an arena.
But the Salvation Army says it plans to oppose the plans, claiming it will have an adverse effect on the health and social wellbeing of locals.

A planning application for a casino at a Brighton hotel has been granted by the city council.
The plans were put forward by Ladbrokes for the Hilton Metropole on Kings Road, in Brighton, with an estimated 120 jobs being created.
The casino project still needs various licences to be able to operate.
The council’s planning committee met on Wednesday to consider recommendations that the casino would have a positive impact on the hotel and city centre.

Leisure and gaming firm Hilton Group is to reward investors with a £4bn payout after selling its hotel business.
The news came as it unveiled a pre-tax profit of £394m for 2005, a rise of 5%.
The group will change its name to Ladbrokes on Thursday, following the £3.3bn sale of its Hilton International hotels business to Hilton Hotels Corp.
It will focus on its gambling business, and said the football World Cup this Summer would be "the biggest betting event ever".

A row over homes to be built on a former car factory site has held up plans for a casino and business units.
Luton Borough Council could not agree to approve developers’ plans for the former Vauxhall car factory in the town when they met on Wednesday night.
Developers had made a special allowance in the scheme for new job creation.
However, details of 1,000 new houses and flats were not acceptable to the council which said not enough allowance had been made for open leisure space.

James Bond fans angered by the decision to cast actor Daniel Craig as 007 have launched a website threatening to boycott the new film Casino Royale.
The web site, www.craignotbond.com, calls on fans "to stop Sony and Eon [Productions] from ruining the future of James Bond by hiring Daniel Craig".
But former Bond star Pierce Brosnan has defended his successor. "I think Daniel is a very fine actor," said Brosnan.
"These are rocky waters, but I think he will have the last laugh."
