A council is to enter into talks with a developer to redesign plans for a casino after a political row over the signing of the final deal.
Bournemouth Borough Council held an internal inquiry after the new Tory administration discovered the casino contract was signed on election day.
That report found councillors and officers had not done anything wrong.
The Tory leadership said it still did not support the scheme but breaking the contract would incur significant costs.

Five men arrested in connection with an armed robbery at an Oxfordshire betting shop have been released on police bail.
The men - two 18-year-olds and three others aged 22, 21 and 55 - were questioned by police after the robbery in Bicester on Monday evening.
The men are now to due to return to police on 6 July.
Witnesses or anyone with information about the armed raid at the bookmakers in Bowmont Square to come forward. No-one was injured in the robbery.

Five men have been arrested in connection with an armed robbery at an Oxfordshire betting shop.
Three men attacked a bookmakers in Bowmont Square in Bicester at about 2100 BST on Monday.
No-one was injured and the men made off with an undisclosed sum of cash. Five men were arrested in Banbury on Monday night on suspicion of armed robbery.
The men, two aged 18 and three aged 22, 21 and 55, were being questioned by detectives.

Billionaire US investor Kirk Kerkorian has unveiled plans to buy two Las Vegas casinos from MGM Mirage - the Bellagio and the under construction CityCenter.
Any purchase would be through Mr Kerkorian’s investment firm Tracinda, which already owns a majority 56% stake in MGM Mirage.
The news sent shares in MGM Mirage up more than 16% in after-hours Monday trading in New York.
MGM Mirage said it would review the matter and "respond in due course".

A masked robber grabbed a female member of staff and held a kitchen knife to her back during a terrifying raid at a bookmaker’s shop in Hull.
After pouncing on the woman at Coral in Hawthorne Avenue on Saturday night, he told her colleague behind the counter to hand over cash.
He then fled with the money in a plastic bag leaving the two women shaken but uninjured.
The robber was 6ft 2in and wore a dark jacket and dark trousers.

A bid to block the government’s plans for a new super-casino has been launched at the High Court in London.
The British Casino Association argues that operators of the development, along with those of 16 other new casinos, will have an unfair advantage.
Penny Cobham, chairwoman of the BCA, said that established venues saw the proposals as representing "inequality and incoherence".
An application for judicial review will be held before Mr Justice Langstaff.

A Catholic priest accused of helping his friend sexually abuse a girl was more interested in gambling than children, a court heard.
Father Jeremiah McGrath allegedly gave money to William Adams, 38, a sex offender originally of Belfast, to buy gifts for a girl, 11, from Liverpool.
The 62-year-old denies three counts of facilitating the commission of a child sex offence and one of sexual assault.
Fr McGrath, of County Fermanagh, is on trial at Liverpool Crown Court.

Singer Kenny Chesney has won his third consecutive entertainer of the year trophy at the Academy of Country Music Awards in Las Vegas.
Chesney had also been nominated for top male vocalist but lost out to Brad Paisley. Veteran George Strait took song of the year for Give it Away.
American Idol winner Carrie Underwood took best female vocalist while Rascal Flatts were named best vocal group.
Brooks and Dunn were awarded best vocal duo for the 14th time.
