A multi-million pound national opera house could be built on the site of the scrapped super-casino project.
Manchester City Council and the Royal Opera House, Covent Garden, are in talks about whether an opera centre could regenerate the east of the city.
Any project could include a performance space and training venue for opera and ballet, open to the public.
Councillors have been exploring other ways of regenerating the area after ministers scrapped the casino plan.

Donny and Marie Osmond will be starring in a new Las Vegas revue show later this year, organisers have confirmed.
The 90-minute show at the Flamingo Hotel is being billed as a greatest-hits multi-media spectacle.
"Donny and Marie are timeless entertainers and cultural icons," said Don Marrandino, Flamingo president.
The brother and sister act, who hosted their own popular TV programme in the 1970s, are due to start performing together again in September.

Two-thirds of gambling companies have failed to contribute anything to a fund for supporting problem gamblers, the BBC has learned.
Only 1,000 of 3,200 licensed gambling firms have donated money, says the Responsibility in Gambling Trust.
The trust has reached its target of £3.6m in voluntary donations - but says many firms have not given anything.
The culture secretary has previously said the government may introduce a compulsory levy.
