Bookmakers, casino operators and other gambling firms could be forced to fund research into gambling addiction under proposals put forward by ministers.
They are consulting on plans to impose an annual compulsory levy of about £5m from June to fund research into problem gambling and treatment for sufferers.
Firms have failed to provide the money required voluntarily, forcing ministers to consider compelling them to do so.
The bookmakers’ trade body said it did not believe a forced levy was needed.

A 30-year-old man has been released on police bail after being arrested in connection with an armed robbery at an Essex betting shop.
Essex Police arrested a man after an employee at Coral bookmakers in London Road, Westcliff-on-Sea, was threatened with a knife on Sunday.
A man from Southend was held for questioning before being released on bail until 9 March.
A police spokesman said a quantity of cash was stolen in the raid.

A man was threatened by a robber armed with a knife during a raid at a betting shop in Essex.
The robber entered Coral bookmakers on Sunday afternoon on London Road, Westcliffe-on-Sea, and demanded money from a member of staff.
He then escaped with a quantity of cash and was seen getting into a pick-up truck that was driven off towards Fairfax Drive.
A 30-year-old Southend man is being held in connection with the robbery.

Two armed robbers threatened workers at a bookmaker’s shop in west Cumbria with iron bars.
The men took cash in the raid at Ladbrokes on High Street in Cleator Moor on Thursday.
The staff members were uninjured but left "deeply shaken" by their ordeal, police said.
The robbers, who were both wearing hooded tops, ran off towards Duke Street after the raid. Two men were later arrested on suspicion of robbery.
